Chairman of the Transport Authoriy Board, Mr. Norton Hinds has announced the appointment of Donald Foster as the new head of the Transport Authority effective April 2. Foster comes to the position with a wealth of senior and executive management experience gained in both the private and public sectors.
As the former Executive Director of the well respected HEART Trust/NTA, Foster is credited with having guided and implemented the policy on national and regional workforce development as well as Technical and Vocational and Training (TVET); directed the strategic expansion of competency based workforce development and TVET programmes; chaired the PIOJ’s Training and Workforce Development Task Force for the development of the VISION 2030 National Development Plan and leading the consolidation and expansion of the National Training System with the mergers of Vocational Training Centres, the Jamaica German Automotive School (JAGAS) and the National Tool and Engineering Institute (N-TEI).
A Hubert Humphrey Fellow, Foster is the holder of an MSc in Management Technology/Industrial Management as well as a BSc (First Class Honours) in Industrial Education from the University of Wisconsin. He has also pursued Post Graduate studies in National Planning & Resource Management at the University of Texas, Austin. Foster is a trained teacher, having gained his teaching accreditation at Mico College.
As the head of the Transport Authority, Foster is charged with the responsibility of monitoring and interpreting transportation trends and changes in the public passenger vehicle sector with a view to providing the requisite remedy; directing investigations to resolve problems such as financial responsibility, licensing operations and related matters as well as providing leadership and guidance to management teams through effective objective setting, delegation, communication, mentoring and training.
